Your implementation will be led by some of the most talented and experienced professionals in the industry. Our Tax and CAMA Business Analysts (BAs) have decades of experience in multiple states covering the entire spectrum of governments in terms of scale and complexity. Perhaps less visible but just as important to your success are our project managers, technical services, and data conversion staff who deliver on their commitments and will not stop until your operation is performing smoothly after you go live.
As experts in the Harris Govern CAMA and Tax software, as well as the science of requirements gathering and documentation; our BAs guide you successfully from your legacy system and processes to our system and your new, more efficient processes.
Possessing vast experience and a proprietary approach, our conversion analysts work with you to understand the data in your legacy system and make sure it's safely transferred (and possibly transformed) during your implementation so you are able to be state compliant the moment you go live.
Trained in traditional project management and Harris Governs adaptation of the agile methodology for software development, your PM will ensure that the project stays on track and on budget while we deliver a successful outcome for you and your residents.
We train your staff on what they need when they need it through a variety of industry best practice approaches including instructor-led on-site, instructor led remote, online self-directed, and on demand self-service training. Our talented training staff bring a tremendous depth of appraisal and tax experience along with expertise in our systems.

Our Implementation Framework
We approach every implementation as a partnership. Without collaboration and coordination of our efforts, it is nearly impossible to be successful in implementing a new CAMA or Tax software.
We bring to these relationships a team of CAMA and Tax experts that is led by some of the most knowledgeable professionals in the industry as well as project managers that are agile and PMP certified masters of their craft.
Once a client elects to work with us, we dedicate ourselves to understanding their current people, systems, and processes so that we can plot a course to the desired future state of stabilized operations on the Harris Govern software.
With that understanding, we ensure every in-scope business requirement is identified and documented using a method called requirements traceability. Creation and management of a requirements traceability matrix allows us to track, solve for, test, and satisfy every requirement before attempting to bring the client live on the Harris Govern software. This approach works for clients of all sizes and implementations of any scope – whether there is heavy system configuration and software development required or none at all.
We use a hybrid agile/waterfall approach to combine the best elements of these prevalent software implementations industry practices to ensure we are working quickly and efficiently while still adhering to a clear timeline and critical path.
We believe in transparency throughout the project lifecycle and demonstrate this by providing our clients with direct access to the project timeline through our web-based project management tool. Clients can see status in realtime, communicate with members of the project team at a task level, and approve and share documents without use of email or web conferences.
We adapt our methodology to fit each client but work within the following implementation project framework:
2Discovery and Solution Design
9Deploy and Go-Live
10Post Go-Live Support
Project durations can range from less than 6 months to more than 3 years depending on the scope of the implementation.
Above all, we recognize that the difficulty in going from your current state to a future state is not in the future state itself. People don’t fear the future. They fear the transition that it takes to get there. We aim to make that transition as seamless as possible for you and your jurisdiction residents.
